As of 2009, California changed the laws regarding fiduciary work in the state. From 2009 and after, fiduciaries in the State of California had to be licensed as a professional fiduciary if managing two non-related estates. With years of experience as a fiduciary herself, Melodie Scott was asked to develop the new state licensing test by the State of California Professional Fiduciary Bureau Committee.

Melodie Scott served on the advisory committee between 2007 and 2008. The licensing test had to comply with the Chapter 6, Division 2 of the Business and Professions Code. Melodie Scott pulled all her years of work and experience into developing the licensing test. Aside from her own wealth of personal and professional knowledge, Melodie Scott had previous experience designing courses and requirements for fiduciary work.

As a member of the National Guardianship Foundation and a member of the Professional Fiduciary Association of California, Melodie Scott worked as a committee member for California State at Fullerton from 1999 to 2009. As a committee member for the university, Melodie Scott developed the school’s Professional Fiduciary Credential Program. Developing and modifying the program to meet the demands of modern-day fiduciaries qualified Melodie Scott to participate on the committee charged with the designing the state’s fiduciary licensing test implemented in 2009.
